Relatively, African countries are not doing well. Only Algeria, Nigeria, Morocco and Tunisia have moved up by 7, 2,1 and 1 steps respectively. Madagascar maintains its position 102 and the rest (except the new entrants) have slipped from the previous ranking.
Uganda has slipped 21 steps to position 100, while Egypt, Cameroon and Mozambique have gone down 14 steps each.
My country, Malawi, is a new entrant in this year's ranking at position 111 out of 122 countries ranked, beating neighbouring Mozambique, Zambia and Zimbabwe among others.
In Africa, we are at position 17 out the 26 African countries ranked with Tunisia, South Africa and Botswana taking the first 3 positions respectively (1,2,3) in Africa and globally 35, 47, 67 respectively.
It's unfortunate that Rwanda was not included on the list. Rwanda has been getting a lot praise in Africa for investing a lot in ICT. It is aiming to be the technology hub in Africa and is one of the first countries to sign deals with leading Internet companies while other African countries are still looking up to tech companies that no longer matter.

Soyapi, this is a good post. Could you explain what these rankings means for Malawi? And may be if possible, what really is the focus of these rankings? Malawi is a new entrant, what do you think qualifies it? Sorry many questions.

I came upon your blog after doing a web search for ICT blogs + Africa. Good work you've got going there. Keep at it. We need more African voices in the bloggersphere, to uphold freedom of speech and expression on the continent. Most importantly we need to report more on issues that matters.

I had the same feelings regarding Rwanda. I am currently researching their significance as an ICT power on the Continent, and was very surprised that they were not even on that list. Please let me know if you come across new indicators that show that Rwanda is really making progress compared to other countries. -Gavin
I feel disapointed my country(Uganda) had really taken a downtown spin. There is a lot of talk of IT in this country and have seen holes being dug for the e-government fiber optic cable project. I hope we can still move up. I also believe Rwanda could have done better especially with wanting to purchase the XO laptops (www.laptop.org.) They are among the very few countries to risk with such a new project.
